Have you seen Haley "Kai" Lowrie, 15? She was last seen by her parents on November 21st at 5:45 pm when she left home. Neighbors reported seeing her get into a red jeep, but her parents do not know anyone with a red jeep. Haley did not return home that night, but did go to school the next day, November 22nd. Haley attends Powell High School. She has not been seen or heard from since the 22nd.
Haley is wearing a medical boot on her right foot and was last seen wearing a grey hoodie with a Buc-ee's logo and black sweatpants.
Haley may be staying with friends whose parents are not aware that she is a runaway, which is why we are asking everyone to share this post and if you know someone who attends or works at Powell HS please share this post so they can see it.

***NEW INFORMATION***Keep an eye out for William “Dylan” Usry, 18 who was involved in a police chase in Oak Ridge on November 21, 2022 resulting in multiple charges to include DUI, aggravated assault x4, evading arrest, possession of drug paraphernalia, possession of a firearm during the commission of a felony to name just a few of his charges. He is currently out on bond on these charges awaiting his court date in Anderson County.
It is believed Dylan and missing juvenile Holly Piper, 16 are staying in the 1999 white Dodge Caravan with front bumper damage and rust on the roof. They may be staying in various large parking lots to avoid detection or bouncing between campgrounds in the surrounding area. Though the tag on the van is a TN tag registered under Usry’s name it actually belongs on a Ford Mustang. They may also be trying to make their way to Newton, Mississippi.

Have you seen Holly Piper, 16? Holly and her sister came to Knoxville on February 18, 2023 to visit a friend. Then on February 19, 2023 at about 3 AM the three went to CookOut on Cumberland Avenue, Knoxville where Holly’s boyfriend, William “Dylan” Usry, 18 showed up. She then jumped into his car, a 1999 white Dodge Caravan with rust spots on the roof, with TN tag BMM5038 and the two of them took off.
They may be hiding in the Maryville or Lenoir City areas or may be trying to make their way to Newton, Mississippi where Dylan’s dad lives. If either are spotted or the van call 9-1-1. If you have any information on where they may be hiding submit a tip to East TN Valley Crime Stoppers.
